Is it any different than being offered a fixed fine penalty (or whatever it's called). You pay up or you take your chance in at a later day and may have a greater penalty/punishment imposed.
... the only difference in this case was that no punishment was to be imposed. Rangers/The Rangers/Sevco were only asked to accept the consequences of their wrongdoing.
