Russia is a wildcard right now irrespective of whose in office in the west and putin is pursuing a militaristic policy although Russia's economic woes are holding that back at the moment. Strength is needed to keep russia from pushing too far and the US updating their nuclear arsenal and even expanding it is an appropriate response to russia whether we like it or agree with it.
