As as far as I know you should be sent a Hub 3.0 as part of the upgrade to VIVID 200 Gamer - with the associated activation fee.

Some people have been able to get it with the older hubs, but it's not supposed to be done like that and I believe they've now resolved the account system process that allowed that.
