103 is the local version of ITV for the majority of users on whatever headend happens to serve a specific Virgin Media area. Virgin Media areas are based on legacy cable franchises and don't necessarily match BBC One or ITV editorial regions.

There is a map available showing which TV regions are available on 101/103 across the VM national network.

Where there is a significant overlap between VM areas and TV regions, VM makes any additional BBC One regional channels available on EPG channel 858 and makes any additional ITV regional channels available on EPG channels 870 and 871.

I'm not really sure why you find switching to Freesat from Sky, or getting the roof aerial fixed and using DTT, to be easier than selecting 858 or 870 on your VM equipment...

Not strictly true, Sky has a fixed number of sub-regions, tied to postcodes, and the version of ITV you receive on Sky should be fixed at whatever ITV allows them to provide for your post code.

It is, but Crawley is an oddity.

As far as I know, Crawley has BBC One London as the main BBC channel with BBC One South East as an alternative. The main ITV channel being ITV London, with no alternative provided on channel 870.

Crawley, however, gets the Meridian version of ITV +1 even though, as you say, it is well inside the London region.

That should make VM's regional policy much clearer.
