The only exception is where some providers allow you to temporarily download content to a mobile device for access where you have no data connection (or where you're outside your home country). But that wouldn't be needed for a static PVR box.

The main advantage is that people would no longer be bound by the limitations of VOD eg time limits on availability, better FF/rewind capabilities etc.

Yes, I've found this to be useful when I've tried to watch something and found that it wasn't yet available.
