the way i heard it was the penalty was only done once not every race, could be a loop hole though if what i think is correct.

a driver has a dreadful Q2 and finishes 14th (or whatever will be last in Q2). The track is singapore and so no overtaking really, he cuts his losses and uses his 9th engine. His 10-grid penalty puts him 18th/last. He can then use that engine again as a 'fresh' engine in the next race
