Well, the command line
java -jar belkin-1.0.jar belkin.Main works OK, but the s/w is clearly bound to a very specific Belkin router. Going back to the website, I see it does say the F5230 ... don't know which that one is, but mine's an F5D7230 wireless model, which would account for the fact that the program returns "Ack! Cannot connect to the router's web interface!". Ho hum. Shame the program also echoes the administrator password back to you in clear text too ... tut!
But I come back to my earlier point - there's not enough of a security log in these consumer Belkins to make the effort worthwhile in the first place?
