With independence they would have to find the money elsewhere. The English regions are funded by a set of criteria. Scottish funding goes way above that. If they were funded by the same criteria, which are based upon need, they would lose out massively. If the Scots were funding their freebies by doing things more efficiently, then good for them, but they're not.
