Q1: You want to block access to your children's laptops but don't have access to your children's laptops? Sounds fishy. MAC address blocking is not reliable. Anyone can arbitrarily change the MAC address to anything they like once they realise theirs is blocked. They could easily change it to be identical to yours, so that you can't block them at all without blocking yourself

Q3. Depends how intelligent these "children" are.

Q5. Change the password.
