Way leave agreement for Sky installation

We were Sky customers in the past, hence when we moved home to St Albans, we were offered free installation [since we already bought Sky set-up box and cables in the past] and some Mixes coming to roughly £18 to 19 pcm.Since we got a OK from our house rental agency, we called the Sky TV if they could install cables for Sky TV.They came installed and left.

The actual problems started then.The neighbour upstairs who had been creating various problems since we moved in and also harassing us took the opportunity to question the Sky engineer asked if he had the "way leave agreement" on these set of apartments.And then went ahead and complained to the building management company and our rental agency that the Sky has installed cables without this agreement.

Now we had to cancel the Sky but still pay for one month rental charges and when we told them to remove the cables, they said they would charge £60 for that.We have informed this to our agency and now we are trying to get CAB advice since we cant afford this financial burden.Can anyone advice me?
